The team of Advocate Bureau "Pleshakov, Ushkalov & partners", was formed in 1991, when ZAO Borey, a law firm was established.

Vladimir Sergeevch Pleshakov, now the Managing Partner of the Bureau, took part in the organization of ZAO Borey. From the very outset ZAO Borey’s lawyers rendered legal services in Moscow to legal entities and individuals assisting them in resolving such urgent issues as:
- privatization;
- registration of legal entities;
- business legal support;
- tax planning optimization.

Large companies operating in tourism, finances and construction became the Bureau’s clients.
In 1995 V.S.Pleshakov and V.N. Ushkalov (now a Partner in Advocate Bureau "Pleshakov, Ushkalov and partners) obtained the qualification of advocate, joined the Moscow Board of Advocates №1 and set up a Legal Consultancy Office №4.

The midle 90-s witnessed a fall in privatization cases and the main share in legal services then included:
- business legal support;
- arbitration;
- tax planning optimization;
- registration of legal entities.

A the end of 2002 the Russian Federation Law «On Advocates Practice And Advocacy In The Russian Federation» entered into force.

In accordance with the above-said Law, in the beginning of 2003, the partners joined the Moscow Advocates Chamber and reorganized the Legal Consultancy Office №4 into Advocate Bureau "Pleshakov, Ushkalov and partners".
